So President Bush heads to New Orleans once again to talk of "hopeful signs of progress" and "a better day" on the horizon. It's his 11th trip since the levees broke, reports the Associated Press. He must think he's in Groundhog Day and that if he keeps going back, maybe he'll eventually get it right. Don't count on it:

Yet, the nearly dozen trips and the money hasn't erased the image of a leader who failed to react at a critical moment.

"It's defined him a great deal in the public's mind," said Thomas Mann, a senior fellow at the Brookings Institution, a Washington think tank.
